A Class B initiating device circuit or notification appliance circuit is only supervised when the far end of the run is terminated. The EOLR closes that loop electrically so the panel can tell normal, alarm and open-circuit trouble apart. Installers reach for a made-up assembly rather than a loose axial resistor because the jacketed leads land directly in the last device or back box with no bare body left to chafe or short against the can.
